The Electronic Copyright Form – Overview 2018. The electronic IEEE Copyright Form (eCF) is a highly effective tool designed for conference Publication Chairs. The tool’s main goal is to expedite the transfer of ownership rights of the intellectual property from the author to IEEE. It improves the author’s experience and saves time for the Publication Chair. IEEE policy requires that every submitted paper must be accompanied by a signed IEEE Copyright Form before publication can occur. There can be significant delays in publishing the conference proceedings if all copyright requirements are not met.
