Copyrights
If you are an author submitting a paper to an IEEE conference, you must also submit an IEEE Copyright Form to the designated Organizer/Publications Chair of your conference. Contact your conference organizer for more information regarding the use of the electronic IEEE Copyright Form (eCF).
Please note: If you do not complete a publication agreement with IEEE by means of signing and submitting an IEEE Copyright Form, your paper cannot be published by IEEE.
IEEE policy requires that prior to publication all authors or their employers must transfer to IEEE in writing, any copyright they hold for their individual papers. Transferring copyright is a necessary requirement for publication, except for material in the public domain or which is reprinted with permission from a previously published, copyrighted publication.

Conference Paper Templates
The purpose of a conference template is to provide a consistent format for papers appearing in the conference proceedings. IEEE strongly encourages the use of the conference paper templates provided below.
IEEE conference templates contain guidance text for composing and formatting conference papers. Please ensure that all guidance text is removed from your conference paper prior to submission to the conference to assure publication-readiness.
For conference organizers: The use of the conference paper templates provided by IEEE eXpress Conference Publishing will greatly reduce the chance for errors in the metadata visible in IEEE Xplore®, and IEEE’s downstream Indexing partners. Using the templates is one of the ways to reduce errors.
PDF Express for Authors
If your Publications Chair has registered to use PDF eXpress, prior to submitting their final papers, authors can visit your conference’s PDF eXpress site to either:
- convert their papers from their source application formats to IEEE Xplore®-compatible PDFs, or
- check existing PDFs to determine if they are IEEE Xplore-compatible (and how to fix the PDFs if they are not).

The IEEE Xplore® digital library is a powerful resource for the discovery of scientific and technical content published by the IEEE and its publishing partners.
Indexers
IEEE helps to promote your paper through active partnerships with abstracting and indexing (A&I) providers.
IEEE has entered into contractual agreements with many abstract and index partners (A&I). As content is loaded into IEEE Xplore®, it is also placed in parallel on our FTP site where partners can extract the files. Each A&I partner makes its own editorial decision on what content it will index, therefore IEEE cannot guarantee entries are included in any particular database.
Conferences should not specifically claim, reference, or guarantee indexing in any database. IEEE partners with independent abstracting and indexing (A&I) services who evaluate each conference for consideration in their online products.
